Housing Delivery Test

The Housing Delivery Test (HDT) was introduced through a revision to the National Planning Policy Framework (NPPF) published in July 2018. It is an annual measurement of housing delivery in a local planning authority area. HDT results for each local authority in England are published annually.

The HDT results are published by the government. The results require Islington to produce an action plan in the years 2018, 2019 and 2020 to assess the causes of under-delivery and identify actions to increase delivery in future years.

The Action Plan for 2019/2020 has now been published for the Housing Delivery Test Results in 2020. This follows previous actions plans published for 2019 (for 2017-18) and 2020 (for 2018-19). Islington’s Action Plans for these years are available to download at the bottom of the page.

Housing Delivery Test: 2021 Measurement

On 14 January 2022, the government published the latest annual Housing Delivery Test results. These confirm that 654 homes were completed in Islington in 2020-21. The borough's housing target for the year was reduced to 516 new residential units to take into account the impact of COVID; Islington therefore achieved 127 per cent of its target.

The figures, released by the Department of Levelling Up, Housing and Communities, also show that over the three-year period 2018/19 to 2020/21, Islington delivered a total of 2600 homes against a London Plan target of 2489. Delivery amounted to 10 per cent of the target over the period. Under these results no action plan is required.
